Abstract

The scope of this research became broaden, and the talk about the concept of centralization and decentralization has expanded in recent times. This called for talking about it under a scientific framework that defines the concept of both systems at the political and administrative levels. Politically, they are two political systems: Centralization unites the regions of the state with an integrated political unit that does not recognize any other political authority. Decentralization divides the state into several regions to be entrusted with political authority and autonomy for the various regions, while it maintains some important facilities.In the field of administration, the centralization means that the authority is in the hands of the state without the presence of local independence in the regions and their enjoyment of the right to self-administration. The power remains in the hands of the government inside the capital and is represented in the regions. It has the right to power, report, coordinate, and direct. As for decentralization, it organizes local independence in the regions of the state. Each region shall have the right to administer its own affairs. The authority is absolute while the local administration is elected. Any percentage of the administration is elected, and the rest is appointed.
