The article is devoted to the problems of information and psychological impact of the Internet on public consciousness. The role of social networks and blogs in the information and communication network, which contain behavioral effects on a person's ability to maintain a certain level of motivation and arousal, is understood. In this regard, the author examines the tools of information and psychological influence on the consciousness of the population, leading to the blurring of the boundaries of values, the formation of fears in modern people Telling about the modern understanding of the legitimate interests of citizens, the author analyzes the inclusion interest (as well as will) in the content of subjective law. And as a result, incorrect awareness of interest significantly prevents a person from entering into legal relations. Turning to the analysis of personal strategies and a person's efforts to transform their life into a virtual reality and with the pages of real realization of rights, the author emphasizes the need to create a unified automated information system to provide information and analytical support for the activities of officials to create hyper tangential content.
